The announcement says its a Share placement (external) and share purchase plan (existing holders)
I think NST are probably the entity in the share placement which is already agreed and now they are going to offer existing holders the same opportunity to top up with the same deal as what NST (or other placement receiver if not NST) gets.
If it is NST in for 5-10mil its confirmation we're on the right hole/patch and its a 50 cent December share price target.
