however decision to return equity to shareholders and replace it with debt in 2019 has been catastrophic for the share price . Share price at $3 plus , returning $$ to shareholders and now diluting shares by raising capital when price is tick over 80 cents. Textbook learning return capital from CASH only . Replace with debt , when future earning are LOCKED in.

As for the capital raising ........
Unfortunately this only works if they get a closed raising to institutions , where they have a chance to get a much higher price than current price , based on earnings potentials and low number of shares actually being traded at current price. It is a steal at $1.50 ,
However if it tries to raise from shareholders , hard pressed to get a price over current market price , as the market will play.

Perhaps this is why it is in "consideration" , can they get a reasonable price versus a painful dilution at current market price
