IF this is a retail raise, and IF it’s because HOA fell over, then possibly. But I think that’s highly unlikely to both, last cap raise through institutional placement was at a premium well above SP at the time. a well planned raise through a good institutional placement may be a de-risking event that strengthens the DLEC negotiations..
if they are operationally funded through to stage 2 construction is completed, That would be a pretty good outcome IMO.
