Reads like the project has obviously been going to turn out along its 4 year road: A huge bureaucracy needed to try to manage the environmental delicacies. Note the "try to" which seems to be the reason it was rejected by the minister. An army of people to monitor the conditions and no assurance those requirements would indeed be met.
