Yeah something is up, with expected $12 mill in cash this year , and average quarter burn of 2.3 mill, why would you choose to raise cash when share price is at all time lows, and market is bearish and more than likely in recession. Just idiotic.

Smart thing would be waiting until market settles (you have the cash to wait over a year) release some good announcements, and raise when share price is a lot higher, less dilution for holders and better raising outcome.

Cant imagine how the investors last year who piled in $15 million at 24cents feel, a year later share price is 70% lower and they are raising yet again at all time lows.
