I reckon 1.3-1.4 billion would be much more realistic number, if steel prices is the main CapEx contributor, even after taking in account of hired skilled workforce.
Have a look at Steel Rebar futures from Tradingeconomics.
I am personally hoping for 1-1.2 billion.
