Although using the $ and c together can get confusing.... $0.61 or 0.61c is easier to read as one is 61 cents and the other a lot less. If it was the latter then a market capitalisation of roughly is $70m is probably closer to where it actually should be given the announcements and possibly where it will be in the short term. The former is on a longer term horizon if they steer and fund the company correctly.
