I would say one of the large shareholders is taking up the shares to raise capital.

Second HY company had to renegotiate debt with bank and hoped to extend their credit.
With current worldwide situation with the bank crisis that might prove difficult.

I expect directors to sell more product and increase sales.
To get through this difficult period of time.
