Yes, normally by the time a Deed of Arrangement is made public it's a done deal: the contract is signed, the directors have guaranteed that they will support it. The only question at hand is whether the shareholders vote for it, and if the directors have done their jobs properly then the vote is a given.
But with the early release of this information, who knows how that's going to affect negotiations.
