You are.
I fear you do not comprehend the difference between a pause in trading (being brief) and a trading halt (something more substantial). The pause and trading halt are initiated by different entities.
The ASX automatically stopped trading in APX when the price action was deemed by them to be unexplained/ unexpected. At the same time their listing compliance section announce the temporary pause to the market while they wait on a response to their enquiry (speeding ticket) of the company.for an explanation of the share price activity.
After the company receives the speeding ticket, they then requested a trading halt (different to a pause in trading) to allow them time to deal with the ASX listing compliance letter. They need time because they were caught off-guard and did not expect the letter.
At no time did APX initiate a request for their share trading to be paused so they can voluntarily explain the share price action. The pause was initiated by the ASX. The company is totally reaction mode.
