Cannot remember the rules relating to oversubscription, but they can change the price at their discretion, choose to accept more money and print more shares or do a combination. Mad if they do because with 2 bil SOI and another 250 mil being issued for a paltry $5 mil they need to make sure that they get the SP way, way up for the next CR, despite money for jam for the subscribers
