NEATS showing both applications at decision/implementation. Logic suggests that is to announce a refusal on both. If the first was to be approved, the second becomes redundant, so refusal is the only possible outcome IMO.
But, this is good, we can now get the court case up and running. The ALP were never going to approve PEP11 so the court can now right their wrongs.
