Personally don't think the bureaucracy works like that. Otherwise the board would have just beat down the ministers board with their credentials and this would've never been the issue that it has been.
Unless there has been a beef between TL and the respective aboriginal corps, but he doesn't seem that way inclined, especially with the separate understanding signed with an aboriginal group, targeted aboriginal employment/engagement within the business etc.
