I don't believe the referendum outcome, either way, will affect the granting of approval of the Flinders drilling. It has been stifled by a mix of aboriginal corporation financial failures, in-fighting between various aborigines involved in the corporation, and a change of government. It has not followed the correct process for its grant due to those issues, but at some point the Minister for Mines may step in and sort the mess out. If that were to happen watch the share price explode!
In the meantime my thought is that the Company may be looking at, or for, another new project - I have no inside knowledge of that being the case, but with the CEO now working out his 3 month notice period IMO that's a real possibility.
