You appear to have forgotten that the Lynas operating contract had three provisions in order of priority for dealing with residues:
1/ Reuse via "dilute & disperse", storage at LAMP was constructed & permitted to intn'l standards bar enclosure while that option was developed, and ultimately not accepted.
Default option:
2/ PDF located & built for permanent storage, deemed acceptable August and now progressing.
Final option:
3/ Repatriate/export, not currently commercially viable which gives Malaysia the choice of having a RE processing industry or not, they appear to have decided they would like to retain a domestic RE processing industry.
