Your post doesn’t make sense - the linkages you have hypothesized here are not mutually exclusive to the actual running of a business - Peak will develop by virtue of seeking bottom line profit (as all businesses do) - the GoT will allow production at any level to ensure it receives royalty payments (this mining income stream seems to make daily news on Tanzanian news sites like The Citizen, etc) - the customer will purchase no matter where they are incorporated - the wheels will keep in motion.
