Its indicative of exploring all options. Any upside or improvement to the BFS should be explored.
Teeside is only one option. The decision to explore other options to reduce expenses improves managements credibility IMO. Being obsessive and blinkered in thinking can be fatal. Lateral thinking is a credible quality IMO, so hats off to PEK for investigating alternative opportunities as they arise.
