Basically all the activities that were listed can be described as exploration rather than administration, to me its just semantics. Not sure what exploring RT is doing, I know there will be more hyperbole, more preso's, maybe even more video's with Dani.
When they do eventually bite the bullet and progress the decline, CBH can cough up 50%, that still leaves Peel to find the other 50%. Via another CR no doubt.
