    What is the process for obtaining an 'expired' PEL? When the alternative is they can negotiate terms before expiry with the existing holder and likely obtain an extension to the requirement to drill in Jan '26. Would it not be even more competitive negotiating with the Namibia Government for the rights of the PEL in an open market?
