Yes, theory is one thing but folks have been expecting it for ages already. There is a reason they are saying the deliverables are 2 months away and the 180 days start at that point.
It doesn't mean Woodside can't prepare. It's just that they are unlikely to sign until after the deliverables. Woodside Management have nothing to gain by signing early and those responsible for risk and compliance would say to wait until they have everything. I would also expect a review for what was delivered so wouldn't expect it 2 months on the door unless its early. Wouldn't expect 180 days either or it would start raising concerns.
