The lease document would be completely silent on the woodside deal and only have conditions directing the operator to do stuff. Relinquishment is a mechanism where part of the permit it given back to the government at an aniversary of the granting of the permit and may or may not have conditions attcahed. 180 days and WDS have nothing to do with the permit document.
