    Back in 2014, a staged development approach was proposed by Gus. 1,2,3. Stage 3 never got done which proposed final treatment and packaging. The capability has never been there.

    Similar wording used in 2022 DFS.

    I guess you would only have detected this if you were a long, long termer and/or experience in the industry. Quite easy to miss.
