I think you may have missed a very important point.
Maybe you should put as much effort into asking the question below, as you did with your cut and paste of the PDN quarterly.

Why has the production cost risen to $41.83lb, since the last JORC upgrade?

The above figure is not rubbish, it is from the PEN management. . . . . maybe you should email them just in case it is a typo.
This production price per lb seems very high compared to the postings of well known PEN supporters of past.
PS - they are PEN's numbers, don't shoot the messenger
