can't agree more .... the announcement sets it up so they can come out and say "oops, it's no good" or "hey, we might take it up now" with no real strings attached.
the carrot has been dangled, let's see how many horses (or in our case, donkeys!!) come and take a nibble.
i hope their track record doesn't keep playing out here as well and they come out with something decent
