I don't think PEN is going back to alkaline extraction.. field trials and tests showed that acidic ISR is the better option
In terms of issues with sulfuric acid.. PEN has 10-12 months to source the sulfuric acid they need (that's if they haven't already done so), so plenty of time between now and then
Also I think PEN has been on the front foot with ordering long lead time products, so I'm sure they will be doing the same with their sulfuric acid needs
