The 'cloud' is the slow part. It's called the cloud because no-one knows what path it will take when it enters this massive network of switches and routers. Australia is a big country with a small population, so the investment in the infrastructure isn't the same because the per capita cost would be very high.
Perhaps if Pentanet replicates it's servers in all capital cities, it might work OK.
