My reading of the announcement in plain English:
- COVID 19 meant that Advent couldn't do everything they said they'd do in the original permit/contract. This would normally lead to a cancellation.
- NOPTA has just said – "COVID was such a hectic and unforeseen event (force majeure) that we'll forgive you and you won't be cancelled for that reason.
I don't believe that this will necessarily delay the approval, I believe it's simply a contractual thing that needs to be done 'by the books'. Hence the new application showing up in the system.
The most interesting thing to me is the title: "PEP 11 Drilling". Would you call it that if it wasn't going to be a thing? Intriguing!
