The PEP-11 permit is in good standing??? Or it was during the NOPTA review period? When was the NOPTA review period? Is that a defined phrase?

How can the Company possibly claim the title is or was in good standing considering work obligations for Years 4 and 5 (at least) have not been satisfied in accordance with the title years.
