    What an incredible post.

    1) "Lake Munmorah is at the northern tip"
    Soo... that is still the Central Coast.

    2) "an imaginary group of lines relating to council boundaries"
    The boundaries determine who the rates are going to go to, it is very real, (not imaginary).

    3) "Nominally it is Newcastle"
    The majority of the remaining blocks of PEP-11 are offshore the Central Coast and the Northern Beaches.

    4) "it is closer to Newcastle than Gosford"
    That logic suggests that anything built around the Australian Capital Territory whilst in "NSW" should be attributed to the ACT? Completely illogical. Entirely irrelevant, especially if the majority of prospects/blocks are located offshore the Northern Beaches and the Central Coast. For a more relevant example, if we looked at a coastal water issue, and there was an obligation in Munmorah waters, they wouldn't be able to defer that to Newcastle....
