It's amusing how the Joint Authority (JA) is trying to reject the PEP-11 application, even though NOPTA has recommended that they approve the Second Application. The 45 annexes, totaling 1608 pages are likely filled with letters from people raising complaints or concerns about PEP-11. Rather than addressing these issues themselves, the JA might have included them in the annexes, treating them as their own concerns and passing the responsibility to BHP to resolve. While 1608 pages may seem overwhelming, I believe many of the complaints are duplicates and boil down to just a few key concerns. Once David Breeze identifies and addresses those, the JA will have no choice but to approve PEP-11.
