It almost sort of makes sense looking back now.
We took the government to court, new government comes in and all of a sudden we drop the case.

I’d imagine a conversation like this
Gov; “Sorry about previous negligence with scumo the project should’ve been approved. BUT we have a solution. We want a wind farm off the coast which intersects into your permit holding”
DB “And? What’s in for us except this payout due to negligence”
Gov “How about this, We can have our wind zone which will intersect some of the permit, if you agree, we will approve PEP11?”

Everyone’s a winner. Yes I’m not a story teller but you get the jist.
