well then they better get there heads into gear because most of australia is struggling with energy prices and cost of living, if they want votes they should give the people what they want and that includes approving pep11 for its benefits, regardless if they find gas or not.
you have a good point and alot here have been scratching thier heads too thinking what the big deal is, its just an exploration permit. Well you could be right they might fear the potential of a monster gas rescource within 20kms offshore then they will have trouble trying to stop that in our current climate.
