I assume that NOPTA will have a standard set of emails they will send to when forwarding their report to NSW and FEDs. Whether that includes direct emails to the Ministers I do not know. AND I will assume that once NOPTA forwards the report to those emails - it is has now been 'officially' forwarded to the JA Authority. What the JA does with it is their business.
AND IMO - the constant statement that FEDs will consider their decision once NSW has made theirs does not give them an 'out' to take another 9 months for 3 reasons:
1. Senator Watt has stated that THIS government is reviewing the report (48:40) and will make their decision once NSW has made theirs.(47:25)
2. NOPTAs own document that was forwarded to JA for the 2020 application indicates that NOPTA believes the JA should be able to decide in approx 2 weeks from receiving the report. and
3. You pointed out that Scomo got a briefing and then made a decision within 8 days.
