Ganfeng want to put a pipeline on some land.
This land so happens to be PNN's tenement.
PNN are giving Ganfeng the ok to put the pipeline there, if they help with an IP survey on the area to make sure there aren't any copper or gold resources there incase PNN would ever want to dig them up.

You could swap Ganfeng with the name of any company.
You could swap it with BHP, the town council or even farmer joe.
It doesn't matter because this has nothing to do with PNN's lithium resource.

The fact that Ganfeng produces Lithium has nothing to do with PNN's lithium.

I don't think I can break it down anymore than that but I'm sure @BuddyFox would still struggle with this explanation...
