I think the SARIG is just displaying the latest record to be updated. There has been a date added into the assessment section that i don't think was there before.
Looks to me like the SARAG data source is hopelessly out of date and they are slowly bringing it up to date, each time they change either 028 or 155 we get to see the one they updated last.
Look at the screenshot below, the February date aligns with what the RNU announcements told us in March that DEM had finished their initial assessment and had asked some questions. I expect some point in the next few weeks the 'Date Received' will update to sometime in July.
