Bang on, yes, there is probably a particular person, or persons justifying their power tripping position. I can imagine it, "I'll approve it when I'm ready to approve it"!!!
The only way it would be fastracked is that DC and the SA Premier go to the DEM/SARIG office, and subtly ask, "Can we get this PEPR organized please, before our customers, POSCO, HANWA etc pull the pin, AND GO SOMEWHERE ELSE"!!!!!

The phrase "Common sense" and word "Logic" don't seem to register with GOVT Departments often.

It will be going through processes where it will have to go through to this person, then go to a board meeting of some description, sit in a pending tray..... for months....... blah blah blah!!!!!
