PRN is one of the many manipulated stocks.
The large institutions that you see coming on as substantial holders (MUFG more recently) are using algorighmic trading and bots to push the price down.
Management do the right thing by using buybacks (and soon dividends to create a floor). They are in a blackout period, so have suspended buybacks - so bots can push and push down on any news. They also use borrowed stocks to effectively sell to themselves.
Got to look at fundamentals, but realise that the price will be moved around.
I have been watching PRN for many years and have picked this as a time to get back in.
