Given it has been at low 3's for a while, I would guess trading over e.g 5c for a few days would have been enough... Usually you can go back through the AGM announcements and vested shares probably were up for approval through voting and will have the exact milestones...
I don't mind the share price ones if they are a decent amount above where something has been traded for a while... Shareholders win, managers win.. It's the ones like 'completing BFS' are just like freebies for doing your normal job that you are paid for.. Like, my work giving me a bonus for coming to work all week and not leaving early or coming in late.. Most companies do it, it's just a bit annoying. It's what their salaries are for.
