This news is much less detrimental to FBR than the title suggests at a glance.
it feels like FBR may have even been waiting for it to lapse to relinquish their obligations to Mexico and GPViv.
further more it sounds a bit like GPViv may have been dragging their feet from the get go. Hence FBR redirecting their focus to Florida...
