Hi apsludh,
When DMIRS seeks advice from an external authority in our case the "dbca" they essentially pause the progress of the application for the specified time, in our case 20 Business Days, to seek advice on what they are inquiring about.
Essentially after 20 Business Days/when the DBCA, gives their response to DMIRS, the DMIRS will restart the application.
