Some kind of partnership could be an option, but it would potentially be a complicated affair to try and keep all the major stakeholders onside in a jurisdiction PRU would have never had a presence in before. That's a lot of risk to take on.
Not their usual modus operandi is it, and unless they really, really see Bankan as a core project it looks a bridge too far right now.
