I think you give too much credence to WE1.
Anyone of us could have made a comment that we knew the "real" reason as to the delays to try and bait a director into commenting.
In reality the observations seem to be common process in the permit application. On the MINEM website many of the different Company applications have observations against them. Guess it's just the bureaucratic process of Peru, like all South American countries.
