The gantry (if that is the device to transfer fuel from truck to pipe line ) was the long lead time item , I think it may have been built in the USA but not shipped , can not see it taking 6 months to be shipped and installed, if push comes to shove stick then air freight it to Marmul
Its suppose to be quite easy to get tanker truck contractors in Yemen
