Whether you are technical or not, there is currently only a shell of a government in existence with changeover waiting. This is due to the Riyadh Agreement requiring 60 days to lay the foundation for a new coalition between the South (STC) and the North in Legitimacy. The 24 competencies (down from 37 Ministries - PeterRG can you confirm?) are so far unfilled and as such the Government is at standstill. I may not have all the right info on this, but from what has been discussed the world over, this Riyadh Agreement is in effect. That means many things depending on which side is published. ATM they are sitting down trying to find ways to murder each other without the Saudi's knowing. Go figure but it is not what PSA thought to tell us.
