With a $US80M price tag to restart the plant, Paladin has categorically stated, by way of PFS, that Langer is not "fully functional" as you claim. If it were, the restart would merely entail recruitment of operating personnel, purchase of first fill reagents and consumables and the press of a button. That is not what has been announced by Paladin.
