I'm afraid that your fundamentally incorrect with your statement here.

1. Content agreements are made with the end operator. Meaning the PGAS com will be required to upfront the content and TV2U can only provide the services level.
2. If TV2U provides the content through a while label agreement then will be impacted by this legislation.

If the situation is #2 then they will be required to apply for a broadcast license and be impacted from local taxation regulations.

Note: a content MG is generally in the vicinity of $4 US per subscriber with a minimum commitment of 50K subs.

So the question is who will pay these costs.
