You will only get sent an offer if you are registered as a 708 with your broker. If your broker doesn't have the deal, you can ask them to try and source it or contact the broker doing the deal direct. You bid for how many you want, if there are over subscriptions you get scaled back. You then could in theory pull out after your bid, but you will likely cause harm to your relationship with your broker if its at the last minute.

Some advice if your only new to all of this. Spec land is the wild west. Most companies will never make it. Most management in this end of the market are overpaid and underdeliver. But that's the only way the capital markets work. Every now and again you hope you have invested in a company that makes a commercial discovery of some description to make up for the short comings in this part of the market. If you don't like risk buy and ETF or index fund.

You seem to spend a lot of time knocking this particular company- if you don't like them or what they are doing sell and move on, spend some time with your kids or your Mrs or your mates- heaps better than spending your life on HC. Criticism of management is fine, but every day looking for a negative slant gets tiresome and your points get ignored by most.

PAA- are they going to make it? I hope so. They are certainly making the long awaited moves in the right direction. RA being moved on as CEO in favour of a locally based CEO- great decision all be it it took them a while to get there. MND trial looking like its progressing very well. Any signs of monepantel doing anything to assist MND sufferers will be lapped up by the markets. Dog trial- will eventually finish and likely finish in a positive outcome, which will hopefully help secure a licensing deal + more importantly pave the way to some form of human trials.
