I actually think this comment from JP is pretty interesting. If he has the confidence to say that, when the export permits are still very uncertain, the offtake they must be in talks about would have to be in-country.
Of course, I imagine this would be a plan B strategy to exporting. They may choose to be holding off on any agreements until they know the fate of the export permit.
