Offtakes are hard to get unless you have enough run-way capital to keep progressing the project. Why would a customer want to take on a going concern risk by proxy.
Also, a DFS helps to secure an offtake as it de-risks delivery commitments.
This explains why they did what they did. It makes perfect sense to me.
