If you read previous pilot run announcements, there are no stages divided into phases.
Today's announcement is somewhat ambiguous in its meaning of Phase 1 being successful.
As the word 'Phase' was used up until now to describe three big phases of JV, the term Phase 1 should have not been used when there was no detailed stages outlined re extended trial.
I wish FYI spend more time in composing announcements to make all the points clear. The timing and wording of JV announcement was a disaster. Learn from mistake.
